Actually, I have never had anyone call 40x in one hour, but I work as a sales manager in a restaurant/banquet facility. We do take non-refundable deposits for private function space, however, we do take things on a case by case basis. After 9/11 we have had 2 weddings with 200+ guests have to cancel because the fiance was activated and didn't know when they would return. We happily refunded their deposits, no questions asked. Additionally, just recently we had someone have to cancel a baby shower because the mother to be had a miscarriage, again, refunded the deposit.
I don't know if the person you are describing was lying about the cancer, if that is the case, that is the worst kind of karma possible, but I can say that the facility I work at would have refunded the deposit.
