Methinks you are correct and I misspoke. To get the #1 seed, Ultimatum needs a win, a Pen loss, and a Sugar loss. Cheaper's game doesn't matter to them since they hold the head-to-head advantage over both Pen and Cheaper.
Therefore if Pen loses and Sugar + Ultimatum win... if Cheaper wins, Cheaper is #1, if Cheaper loses, Sugar is #1.
Phew.
