Apparently the changes based upon correlated schedules have already been made. The fact that the same teams are involved in multiple non-approved baggage requests has made it impossible to help everyone. Unfortunately schedules are either highly correlated or poorly correlated meaning that if you aren't one of the lucky ones, you will have very few common games.
The problem with baggage in general is that it makes the job of coordinating league harder. It is already more work than anyone wants to do and dealing with it just makes it worse. I would guess that Jose is probably done running league in part because this nonsense is making his job far more difficult than it needs to be. He hasn't done a perfect job and I disagree with him regarding how some baggage was handled, but I also understand that he doesn't want to make a career out of it either. Nothing was promised to anyone, so they shouldn't be shocked by the results.
