The historical rules/reasoning for baggage do not matter. The "rules" for baggage are clearly at the discretion of the league director. What matters is that the league has a clear policy on what baggage is acceptable for that league, players requesting it know what their status is per their baggage request and captains know which players are baggage at the draft.
As for the Gretchen/Julia thing, it is BS--a lot of talk by non-Thursday captains who don't know what they are talking about. Julia made the request to be baggage. The league directors told her she would not be baggage. There was no request for baggage noted on the final player list given to captains. No captains at the draft brought up the issue. Not one. No one picked her before Sam/Gretchen's pick.
Julia, in all likelihood, would not have played if not on Gretchen's team. That may have been known by the captains, and if that's the case, I think the better course of action would have been to refuse her registration. But she was not automatic baggage. People really need to let that go.
