Debbie, yes they are short handed - like they do NOT even have a consultant and the boss of the consultant is doing the job along with an assisstant who is just learning how to do this. He knows he has a time frame that they have to turn around these enrollments in. The laws says they have to acknowledge the enrollment within 14 business days. They could mail the letter out on the 14th buisness day and still be in compliance with law. The law does not allow for them to be short handed and take longer.
