Now a misapplication of the rules is different. While walking by a match on Saturday I saw the wrestler on top apply a cradle and pull the other wrestler on top of him and they stayed there for a while. I thought to myself that the wrestler better not lose that lock or it will be 2R and 2NF and that would be the correct judgment/call. If the ref called 2R and 2NF and the wrestler hadn't broken the lock then that would be a misinterpretation of the rule. If questioned by the coach for giving the 4 points, and the ref saw that the lock was still there, then they could go to the rule book and the ref would see it as a misapplication of the rule and could reverse the call. On the other hand, if in his view (judgment) the lock was broken then he couldn't reverse it. His view might have been "poor" judgment but it was judgment none the less.
I am not sure why so many people seem to be so confused or upset about the word "judgment". Everyone uses judgment everyday when they are driving, working, etc. It just means forming an opinion. Once the ref forms as opinion he then applies the rules to the opinion to came up with a call.
What is the true meaning of Judgment?
