I have reffed/coached all over the country and this happens everywhere. It is NOT a Washington rule or issue. If I know the kid, and have seen him pull this stunt before, I am most likely to keep on counting and look for the fall. I may yell at him "do you want to forfeit?". They often stop the tapping or screaming when they hear that. If I don't know the kid's history then I just have to stop it, award the extra points and restart. All refs get very pissed off at the wrestlers that do this and that is not in their favor. I have to follow the rules, even when I don't want to.
