In our association, the members get 50% of the input to the rankings, and the 6 Board members get 50% of the ranking input. In the 10 years we have used that process, the Board and the General Membership have been aligned basically 90% of the time (e.g., Members say Referee A is # 11 and Board says Referee A is # 12).
My personal feelings about any of our officials matters not when it comes time to rank people. And, my voice/vote is only 1 out of 6, for something representing only 50% of the input. Doing the math, that means my individual vote counts for 8.3% of the total impact of some individual referee's ranking. 92% of how someone gets ranked in our Association is determined beyond my control. That is how the process works.
