Tired of my kid being ousted by transfers...

I hope that this does not come off as me being a huge cry baby, but I am really starting to grow weary of my son's school having move-ins that push my son out of a spot.My hard earned taxes go to support this school, but year after year we have a few new guys that show up from surrounding schools that are already high level wrestlers. My kid is not a world beater, I know that, he knows that, his coaches know this, but he is a decent wrestler. The problem is we keep having upperclassmen mysteriously move in and bump my kid out of a spot in the Varsity line-up. I know you might say that he should just train harder and get better, but these new guys are kids that do not live here and are falsely generating evidence to allow them to compete. I would like to go to the school itself, but I honestly fear retaliation. Most people know that these kids do not belong in our school, but are happy to take them just to get the almighty win.
Winning is important, and I get this, but we have great coaches and very good athletes. We will always be competitive. But right now we look to just be making the best area All Star team that we can just to win more. The problem is, some of our home grown kids are now sitting on the bench and watching or quitting because there perception is that "Coach doesn't want me, he got a state Placer to transfer in." It breaks my heart to see good kids, good wrestlers, and good programs sell their soul for a chance at a league or state title. I have purposely not mentioned any names here (and this could be a bunch of places). It happens in all sports also.
My question is, as a loving father who just wants my son to compete and have fun, learn some lessons and become a better person - what should I do??? The only message my kid is getting now is that it is OK to cheat if you are not caught. Or if you win. Which is apparently the only thing that matters anymore.
