Thus, if an official declared that the DMP was "not appropriate", then the official would be saying that this person does not fall within the scope of Rule 4-2-3.
But, I will continue to emphasize that it would be HIGHLY UNUSUAL for a referee to declare that the DMP is not "appropriate". From my almost 30 years officiating, it actually would be UNPRECEDENTED. Theoretically possible, but not something that is probable. I suppose anyone who felt a DMP was not appropriate could pursue that with the host school, or the state activities association.
