There is updated info on the WSWA web site for people looking at competing in kids regionals, Cadet and Junior Nationals and the dual teams. It has the details about signing up, weight groups allowed, how to petition, etc. Keep checking that as I update it whenever I get new information from the coaches and team leaders.
