In inclement weather, the stuff hanging down the side is worn as a cape, and in worse weather, as a hood. When you bed down for the night, half-under-half-over and it's a huge blanket, and part of the blanket can be propped up as a tent. Makes me wonder if somebody shouldn't do one in Capilene and Silnylon. The scots lived in one of the wettest, coldest places that people didn't wear fur in, and this was how the travelled for hundreds of years. Worth a look!

For what it's worth, if you're doing the kilt thing, keep it all as one part, and ware it in the style called "full plaid". The kilt was originally a one yard by six yard strip, which was used clothing, blanket and tent, depending on the circumstances.
