For the hiking you are describing, use an ice ax in addition to, but not instead of crampons. Learn to use an ice ax to self-arrest if you fall. Crampons are very helpful on hard packed snow, not just on ice. Unless I am hiking in an area where a long uncontrolled fall over snow or ice, ie. a ravine trail or exposed snow covered summit cone, is possible, or a hike where one might have to cut steps, I would not bother with an ice ax. An ice ax can also be useful if one has to cut through ice to reach a source of water, ie, a frozen stream. A good rock might also do that job, too! Crampons, however, are often very useful for winter hiking. Even on trails where you could hike with bareboots, crampons can just make it that much easier. IMO Do not look for alternatives to crampons. Invest in crampons.
