I have just set up VIDA using a pass thru dongle.
I had some 'fun' with a 2011 C30 recently it required an engine software update and injectors coding - these cannot be done without a download from Volvo's server! (we tried Autologic, Snappy, KTS, Autocom (Delphi) & G-Scan)
Once you have the VIDA up and running you purchase your time slot as usual I've just looked and this job cost £47.94 sorry can't remem if this was an hour or a day. Once this is paid you ring your Volvo stealer and they then sell the softwares you require as you said as 'parts' in this case PCM update £13.49 and injector coding £35.72! they put it on your account then you access it and upload it into your vehicle.
Considering your time to do this as well not really the best of earners, motor trade don't you just love it!
