In Colorado, SLPAs with a Bachelor's, plus an SLPA course, are used quite a bit in schools to help SLPs with high caseloads, and are overseen by the State Dept. of Ed. You can read ASHA's position on Assistants on their website, but I believe each state has their own guidelines on education requiremnts, etc.
