SLPs: Do you see /r/ as 1 error or 2-3 based on /r/ blends and vowel /r/s????

My school district now sees /r/ as one phonemic error! In past SLPs have broken it down into initial/prevocalic /r/, vocalic /r/, and /r/ blends. To qualify in our district the student must have TWO errors not expected given age...What's your professional opinion on this matter?
