What to do for Severe Profoud population?

I need help figuring out IEP goals for a severe/profound high schooler. He is wheel chair bound and limited use of his hands. His family wants speech services re-implemented...the previous therapist had exited him. I need really, really low goals as I have never worked much with this population. He is non-verbal too.
