I would agree that I would use the PECS--many students will increase verbal skills in conjunction with the decrease in frustration that comes from finally being able to communicate. I also have used the "noisy stories" book from Mayer-Johnson. I find that the kids love these repetitive stories, and will start to imitate some of the sounds and simple words in them. Another good resource with activities to do with kids just beginning to talk is "pragmatic activities for language intervention". I got it from Pro-ed quite some time ago, but still use it a lot with little ones--it is activity based and has a nice sequence of skills.
