I often find that music helps to promote language and other skills. The following web site has some good CDs. I use them daily with my students. They also carry visuals that you can print out to use with the songs.

You need to continue to build his receptive skills and encourage his expressive through play and things that are highly motivated. If he is using the pictures to communicate wants/needs that is expressive language. Keep pairing the visuals with you modeling the verbal. It may take time or he may end up being a student who uses augmentative means to communicate. Good luck!
