Could you take the classroom assessments that they fail, and analyze those errors to justify how their disability impacts classroom performance? The "analysis" could be in the form of a checklist of things such as does not understand academic content vocabulary, Does not recall all steps to complete product(math-order of operations, formula for dividing fractions, Science-does not know vocabulary, Social Studies- does not read and interpret graghs/diagrams,) misinterprets information because of low vocabulary, Unable to read/decode with enough accuracy to comprehend information, These results could be combined with standardized testing maybe. I'm just brainstorming.
