Preschool assessment tools

Looking to see what people use for initial assessments to determine IEP eligibility for children who have not yet turned 3 years. Seems many tests (DIAL-3, K-SEALS, etc) start at three. My school has been piecing things together. Is there a good tool available for kids who are 2.9 and up?
