Although the question wasn't directed at me - I offer the following opinion: Its not that they {the admin} doesn't care, its that they don't have a clue as to the intricacies of the groups, the magnitude of the problem or the long-term violence thats infiltrating not only the prison system, but cities all across the country.
And, further, when the problem IS defined for them - even when they see verifiable evidence of the above, they don't know or have the resources to even begin to effectively address the problem.
You see, the state has never been "proactive" in this area - they don't know how. Its not a priority and its not politically correct - they only know how to "react" after the fact, which will always put the gangs one step ahead.
