Black gangs

In The Texas Doc do Black gangs have any power? Do they control any of the yards? I ask this because it according to tv it seems that hispanic gangs dominate.

For example if a member of TS, MM or Blast attacks a Black gang member. How likely of it that the Black gang will retailate or will they just suck it up because they are out numbered?
