A server is indeed a machine that you would keep at your house that would hold all the data for your web site. When someone visited the site, they would access the data on your machine via your internet connection.
Servers are not something to get into for beginners. They take money to set up and a lot of bandwidth to run. Regular ISPs will charge you for that and it could end up costing a lot of money. You will still have to pay money for a domain name too, because it costs money to register. I really really don't recommend buying your own server for one small web site, especially a sim one. It's going to end up costing you a lot more money than just buying online hosting.
What you're probably going to want is a) a domain name and b) hosting space online. A domain name is merely the www.yoursite.com and hosting space is where you'd keep the actual files for the site. You can purchase the two separately or together, depending on where you purchase them and what plan you get.
For example, I bought my domain (impulsion-sim.com) from godaddy.com and I get my hosting from site5.com. I pay $9.99 per year for the domain name and about $7 per month for the hosting. You can find plans as cheap as $3 per month, which is a huge deal.
