I live just south of Atlanta. The heat cables are waterproof. Don't use plastic, the burlap placed loosely around the trunk is the best insulation. When most insulation gets wet it is useless, but burlap dries quickly. Do not let the heat cable wrap over itself without something in between, it can melt itself.
