Any danger from a dead royal palm?

Help - Coral Gables says my Royal Palm is a danger to life and property. It died last year, is naturally rotting and is now a home to parrots. I don't think it is a danger. Am I right? Can you help me stop the Gables from tearing it out (and causing who knows what other damage).
