I agree that heat is important but I also wonder how often you are watering and fertilizing? I have noted with all my Sabals including birmingham that growth really picks up if kept well watered and fertilized. It doesnt seem to matter much what type fertilize as long as it is frequent. Some years I use nothing more than fish emulsion. Currently I am using special palm fertilize bought on a FL trip, I believe it is Vigero. Make sure it is getting at least one to 2 inches water per week and I bet you will start seeing it grow.
