You may need to 'wash' the spear in a fungicide/water mixture. I have several healthy Windmills here in Tuscumbia...one almost lost about 5 years ago (about 2 feet fall)...following a cold spell...spear pulled out. I thought it was gone. Pulled out the spear...poured fungicide on crown and forgot about it... 6 weeks later it took off...new spear...and now this particular palm is taller than my house! Don't give up on them...but DO use fungicide on the spear.
Good luck...they should do well in Birmingham.
