Small tree is probably a seedling. You could continue to trim it off if you don't want it, but it shouldn't really affect the growth of the other tree.
As far as pruning goes, it is personal preference. Some like the 'lollipop' look, which would mean leaving the dead fronds on. Many cut the fronds off when they die off. You can prune old leaves at any time. Just be careful not to prune the central spear. Palms grow from the center only so you can't really prune one to control height.
