Sounds like one is flowering. As for the stalled one, Climb up and tug a little on the spear. Is it green? Is it firm? Does the bud area smell bad? Draw a line on the spear with a permanent maker. At the same point, mark a leaf or leaf base that is permanent. After a couple of weeks, you can go back up there and see if there's been any growth.
