Liberally apply horticultural oil, citrus oil, malathion, etc, once a week for about a month to the entire plant, especially under the leaves. I like using an applicator that attaches to a garden hose. It is also recommended that you pressure wash the scale off of the leaves after you've finished your final application of oil. Also, you'll need to check the plant once a year or so to make sure the scale doesn't return.
Mulching around the plant with spent coffee grounds and even dumping the grounds on the cone has been found to be a deterent and may act as a prophylactic.
This may seem like alot of effort but it shouldn't take more than a couple minutes per application. I was successful in controlling asian scale on two of my sagos.
Your plant is quite old and worth saving!
