Are Washingtonia robusta or filifera palms really dieback perennials?

I've not tried either robusta or filifera but have read they can be treated as dieback perennials in zone 7b. I assume this means that they would still need to be protected by mulching up to the spear level. Has anyone tried this? How quickly do hey grow back in the following summer?
