It does make you wonder. The closest thing to the habitat Sabal etonia needs is along Trail Ridge, which comes up out of Florida just east of the Okefenokee and peters out west of Savannah in a series of low ridges. And you're right, because it does come up to Palatka, why not any farther?
There are some Sandhills habitats in middle Georgia -- notably the Ohoopee Dunes area in Emanuel County -- that are strikingly similar to similar areas in central Florida, and with many of the same plants such as Conradina, Turkey oak, Geminata live oak, etc. But no Pinus clausa and no Sabal etonia. They look like they would be perfect, though!
The late Bill Manley told me long ago that he saw some low palms on some of the first ridges in western Glynn County that he thought may be Sabal etonia, but he was never able to locate them again. I suspect they were just juvenile Sabal palmetto.
