Let me put my 2 cents in. I have been growing Windmills over 20 years in central SC so I will give a couple observations, I have had as many as 1,000 seed producing size in the field and I would estimate 1 in 4 also, I have kept the best seed producers and transplanted in my yard, none has ever produced seed again. There are a few that produce something on the bracts that resemble small caulifower, same color as seed, won't germinate. The mature stand (selling size, 5 ft wood) I have presently about 500 with 14 seeders, some heavy, some very poor seed.I will count the number that have seed bracts but no seed. I really don't there is a specific answer as I have tried art pollenization with no luck.
