I think it is possible that Spanish moss is there along the Flint River. I did not see any along the Flint in Upson County last January, which is farther south. But again, there could be localized populations.

I'm not going to say it's NOT present in Oglethorpe County, but I will say that I've never seen it there, and I've driven all over that county. I have found a small population of Spanish moss in Greene County not far from the Little River near the Taliaferro County line, but as it was at an old home site and in just a few trees, I'm betting it was a naturalized population.
