I try not to venture north of where palms grow well so perhaps what I saw at North Beach, Maryland (on Chesapeake Bay just E of Washington)is a common practice in cold winter places where money is no object. A large marina called Harrington Harbor which is at the south end of Herring Bay looks like Miami at this season with large Queen Palms, Phoenix, Washingtonia, etc. in the ground. Apparently these are replaced each spring with large new palms trucked up from Florida and put in the ground. I was there last spring when the old dead ones were being removed and new ones planted. Last week they looked good and probably will continue to look good for a couple more months. This seems an extravagant use of "annuals" but probably the dock fees for one or two of the big yachts covers the cost !
