It's now about 8' tall overall and does have that very silvery, scurfy material on the petioles and petiole bases. I'll try to post a photo of that palm this weekend.

Alex, I have about five or six small "Silver Queen" Syagrus that I grew from seed I got from Dave Witt in Orlando. They are progeny from his palm, a second-generation Queen from the ones at Disney World that survived 17F unscathed in 1989. Pretty impressive for a Queen palm. At any rate, they will be available at some point.
