I do grow some cycads that are pretty cold tolerent such as Dioon Edule from Mexico, Cycas Nova Wilailak from Thailand, and Cycas Taitungensis from China. These can lose their leaves during hard frosts and prolonged weather in the teens for many consecutive days, but it really depends on how stable the plant is, and how long it has been aclimatized to your invironment, before you subject it to such a critical test. However, I believe that new 'Hybrids'are the answer. In 2003 I hybriddized two Chinese cycads.....Cycas Guizhouensis (a little known understory cycad) found in the Guizhou Providence of Central China (mainly because it was so frost tolerent) .........and Cycas Taitungensis (undoubtably the word's fastest growing cycad that doesn't go dormant in cold weather like Revoluta does). A man in Arizona just told me this hybrid took 21 degrees this winter and 105 degrees this summer and remained a beautiful green color through it all. So I believe this is a good cross.
