REINFORCE! REINFORCE! REINFORCE! For on task behavior. Or give a high motivator to "play" with for a short while. Or give some/an activity they can do independently like TEACCH worksystems.
On www.preschoolfun.com there are pictures examples of work stations (tons of them) that are highly structured, based on TEACCH that are great!
