Has someone else evaluated him? Written goals and objectives? Or is this all up to you?
If he's that low, I would think some of the first things you'd start with are getting his attention / establishing eye contact and begin work on getting him to respond to you or imitate you. Stimulate any kind of verbalizations you can get. Basically, he's at the level of an infant, so think of what you'd do with a baby. It will be very early pre-verbal skills with this guy. Some other ideas:
- participates in vocal play, either alone or with a partner
- responds to his name
- seeks attention through vocalization
- indicates protest through vocalization
- imitates speech and motor movements
- attends to vocalizations of others
- produces a variety of vowel sounds
- and later, produces a variety of consonant sounds.
