I would always start with an AAC eval being written in the recommendation section of the speech/lang eval report expressing the necessity of having a mode to communicate. By 15 y.o, I wouldn't personally work on too much speech/artic goals only b/c of his poor OM ability and lack of ability to pick it up by now.
