Has she been evaluated for assistive technology? It could be something higher tech like a Dynavox or lower tech with pictures/words on a sheet of paper. Even if she is using an augmentative aid to communicate it is often difficult for others to really know how to wait for responses- it often takes longer than a verbal response.
What has been tried??
