Using Boardmaker pics (make them, laminate, put velcro on them) and have a carpet or something they will stick to.
Start with core language, and teach the language developmentally as you would any child that's delayed.
Play is powerful, but of course, with structure.
Find out what he likes and give him choices.
Some possiblities:
Bubble play
Cars and Trucks
Blocks
Music
Coloring
Interactive stories
Blowing up a balloon (blow, more, bigger, )
Then let it go a few times before you tie it off.
Then you can play a game with hitting it up and catching it.
You might need choices of 4-5 activities in a 30 min. period depending on his attention span.
Mainly you need to find out his motivators.
You want to work on labeling and also on verbs (that's what gets others doing things for us!)
You can work on pronouns and some prepositinal speech (in, on, up, down, etc.)
Some other good phrases -- "I want" "I see" "I get" "I do" "I do it" etc. Take a look at some of the augmentative technology sites (Prenke Romiche - PRC) is a good one and you can get a good idea of core language.
