I don't think that is entirely true. Each child is different and has different needs. It may not be effective in teaching a child how to speak be cause it is easier in relying on a peace of technology, however it may be effective in teaching a child to communicate for himself when he otherwise couldn't. Perhaps the child has sensory issues and can't stand the computerish voice that comes with such devices. Personally I think why use something that limits you to 6-8 buttons or a few more, go for the one that lets them link on a computer screen to the new page or use an old fashioned communication book. If you want something geared toward encouraging a child to talk go with pecs. You can phase it out as the child becomes more verbal.
