I am a veteran SLP working with an entirely new population of students who use PECS. I am struggling with the same issues as you. I have been told that there is a DVD or video available that explains the PECS phases. Also, I found a website:www.speechpage.com with great therapy materials available. I made the choice to purchase on my own. I found a website:www.speech.jppss.k12.la.us with materials to make file folder items using PECS for free.
