I encountered this same issue this year and asked some fellow colleagues. One good piece of advice I was given was to try something like the ACES - Assessment of the Child's Experience of Stuttering - to get a really good picture of how the students perceive the effects of their stuttering. If it truly does not seem to impact them then you might look at placing them on consult to check in with them from time to time. You can find ACES by typing "assessment of the child's experience of stuttering" in your search engine.
