It don't work with kids as young as you do but a tip to help with head movement is to have the child stand against the wall while stimulating tongue tip elevation. Another idea would be to place your hand on top of their head as a cue to keep their head still. I see that head movement in some of my elementary age students when working on r and l. Good Luck!!
