Take a look at http://www.interventioncentral.org/
Scroll down until on the righthand side it says "Behavioral Interventions (17)." That will be a list of 17 links to ideas. It sounds like your school staff needs a sit-down talk about how to follow through on behavior interventions - everyone needs to be on the same page for them to work. Good luck
