We don't have state-mandated eligibility criteria - just a very broad statement that is easy to manipulate. Basically it says "inadequate functioning." However, our state speech and hearing association has published much more specific suggested guidelines. All of our district SLPs got together and reviewed the guidelines. We made a few minor changes to make things work for our district, and then presented them to our Board of Ed. for adoption. The Board voted "yes" and there you go, we had our eligibility criteria. If you don't have state-mandated criteria, you might consider writing up your own. It's nice to have it in writing so if questions come up, you can refer back to it.
