Hi - you said "Should I state that at this time speech therapy is not warranted and then go into some strategies they can implement in the meantime." Yes, that's exactly what I would do.
I would love to send you a report of an artic kid I've seen. However, I don't have any - my last computer that had all my reports in it crashed and burned. My backups were wrecked by my 1 year old who thought they'd look better in her sandbox 
. Sorry.
Oh, my grad school also had very little info when it came to artic therapy. We had a whole class on dysphagia, but about 1/4 of one class on artic. I've just had to teach myself and get ideas from other SLPs.
